In Dijon, in the cockpit of the city of the future

On April 11, the metropolis of Dijon inaugurated a connected cockpit, common to the 23 municipalities that make it up.

Time saving
After these inflamed words, the concrete acts. At the heart of 1,200 square meters, the visit begins with the information and operational intelligence center, where video operators and municipal police officers sit in front of screens that record live footage of 115 cameras. The police on the ground, on foot or by bike, are geolocalisable permanently thanks to the frequencies emitted by their radio. In the event of physical aggression, for example, the operators transmit the information to the police officers who, at a glance on a map, look where the nearest patrol is and call them to direct them to the scene. of the offense.

“We know where everyone is, it is a huge time saver,” says the head of the municipal police, Michel Gueritée. If the national police or the justice needs the film, it can ask it on rogatory commission to the room of extraction-room of proofreading, a closed room where two policewomen work. On this day, they burn a four-hour DVD of a caravan theft, at the request of a judge. Behind a large wall, obscured to preserve the confidentiality of sensitive cases handled by the police, are the Suez teams, who coordinate and manage the interventions on the public space. In case of failure of a traffic light appears on the screen a red dot, synonymous with problem. The telecontroller who seizes it must follow a procedure.

Soon an app for citizens
If this traffic light is under construction, it does not take it into account. On the other hand, if the situation turns out to be more serious (road accident), he must call a referee. He can even send SMS to the elected member concerned to warn him as soon as possible. In the same space will also be, from the end of October 2019, the operator of all the mobility supervised by Keolis. Overhanging this hive is a “jar” which can house a crisis cell. When activated, it facilitates coordination between the means and the intervention teams. On this floor is also the telephone “portal” with ten agents answering the questions of the inhabitants (630 per day on average), whether on the communal center of social action or the schedules of the swimming pools.

The locals also regularly call for offensive tags. Now, teleoperators will warn their colleagues from below who will trigger an emergency response to clean or repaint. In the case where the graffiti has been identified by a telecontroller on its screen and then signaled by an administrator at the end of the line, the teleoperator informs him that the situation is already supported by the field agents. They are also equipped with a digital tablet to receive a summary of the tasks to be done before sending a notification once the work done. This makes it possible to prioritize difficulties that would add up in the same place. For example, if the hanger is to be repaired in the hallway of a school where the seals have jumped, the electrician is sent before the carpenter.

Soon, we promise, the citizen himself can, via an application, report a defect, manage its administrative requests or optimize its movements in the city.

At the controls, a group of private companies
A call for tenders was launched, followed by a competitive dialogue, before the signing on February 1, 2018 of a twelve-year performance contract. The lucky companies elected are Bouygues Energies & Services, Citelum (subsidiary of the EDF group), Suez and Capgemini. Through a public contract for the design, construction, operation and maintenance of the cockpit, they are asked three main results: 65% of energy savings on public lighting, delays of intervention on the public space and 99% availability of IT equipment. Agent of the group, Bouygues Energies & Services provides global control of operations by carrying out the design, construction and maintenance of the cockpit.

Citelum has to refurbish the entire fleet with remote-controlled LEDs, with a target of 65% energy savings at the end of the contract and maintenance costs halved. Suez is supposed to define functionalities and uses but also ensure the long-term operation and maintenance of infrastructure. Finally, Capgemini has developed the urban monitoring platform to improve operational performance and reduce energy consumption. The project costs 105 million euros, including 53 million euros of public investment financed by the city, the metropolis of Dijon, the Regional Council of Burgundy-Franche-Comté and the European Regional Development Fund (ERDF). “The operating savings will be reinvested in the investment. This will not jeopardize the finances, “insists Mayor-President François Rebsamen.
